A short answer: no, powdercoating the bridge and the tuners won't change the sound.
The results will also vary a lot, so if a standard colour like black is the goal it's always easier -not to mention cheaper- to get a commercially plated version.
Electro-plating is the way to go if You want something really special.
A bit longer answer: Some folks are known to be able to tell how a pretty wood veneer (or a photo-flame ) changes the amplified sound of an instrument, so go figure.
