Passive tone control

I've recently fitted a Noll active blend circuit in my P/J and wired the master volume after the circuit with a passive tone wired in the usual (for passive) way.
This however results in no treble bleed off.

Is this because the signal path is now buffered?

I've tried a different pot/capacitor etc.

I used to have some active EMG's that worked with a passive tone.Am I doing something stupid?
