PEDAL VS RACK and How to Blend ???

In a different forum, it was suggested I post here.
I have never used effects before, but want to create a sound that primarily will have my dry sound along with an effects sound in the back. A sort of 70/30 mix. The effects I am thinking would consist of Reverb, Delay, Chorus and a Flanger. I want to find a comfortable mix and basically "set it and forget it" and not tinker or adjust.
Since I want to pretty much leave my sound alone, I was thinking about going with a rack set up, since my Peavey Tour 700 is already in a rack. My rig also consists of two cabs, a Hartke 1508 (1x15" & 2x8") and a Hartke 210 (2x10"). I wondered if you guys might suggest a Multi Effects unit that wont break my wallet. As mentioned before, I want to run some 4 effects simultaneously, so that is an issue, and cost is another. I have noticed some older options on Ebay such as an Alesis Quadraverb, but I am not sure if any of this is a realistic concept. I mentioned earlier that I have no experience with effects , so please guys rather than bash me here, I would really appreciate creative and positive suggestions.
