I have an older Peavy TNT 115. I found the manual online and it says you can hook up to a PA via the Pre amp out using a 1/4 cable. It says it puts out a fairly low impedence signal. Is this the same as saying it has a built in DI? I'm new to PA systems so I'm trying to figure it out. Thanks

Short answer is yes.
Does the manual mention 1/4" TRS (tip/ring/sleeve) connectors?
If so, you need a cable with a 1/4" "stereo headphones" TRS plug on one end for the preamp's output, and an XLR male plug on the other when using a snake or straight into the mixer.
The wiring is 1/4" Tip = XLR pin # 2, 1/4" ring = XLR pin #3, and ground = pin #1.
A regular 1/4" mono guitar or patch cable will work too, but performance may suffer.

To the best of my recollection, it is not TRS, just unbalanced. I don't think any of the Peavey amps of that era had a balanced out unless you see a XLR jack.
We used to use line transformers (1/4" in, XLR out) from Radio Shack back in the day. Guitar cable from preamp out to the XLR thing. An inexpensive DI will do the same thing. Those RS line transfomers were cheap...WERE cheap, and we used them all over the place in the 80's. I still have a couple. Not a REDDI, but heck, we're talking PVTNT (and I still have one of those too,)
If you mix from stage, you can just run a guitar cable from the Preamp out to the PA channel you want to use for bass. If you have a soundman and use a snake, you'll need to change that 1/4" unbalanced to an XLR balanced signal. The RS thing would work fine, except there is no ground lift. Even a cheap DI box should have a ground lift.
