Not true. I need a 3rd quarter equivalent of a language to get my BS in physics at University of Washington. You can either take the classes, (101, 102, 103), take the placement test to get you above 103, be a "native speaker" (come to the US after age like 8 I think), or, like me, take one of the tests as a native speaker, totally blowing it away (in my case Polish).
I'm pretty sure you need 2 years to even get into UW, though. All my teachers told me that. Ever when I took 3rd year Japanese. So I don't think it's just a ploy.
