Programmable EQ stompbox

This is all I need. A stompbox with programmable parametric EQ, and ideally HPF. This screams digital, but I would be open to digitally controlled analog circuits. It should have no tone suck and/or noise. It could also be a rack unit (to use in the FX loop), and it might actually be preferable.

If you're not against hooking it up to a computer and deep diving the Source Audio PEQ2 is hard to beat. 10 adjustable bands, HPF, LPF, adjustable bandwidth, limiter and an accurate tuner. There are a couple in the classifieds and reverb for $200. Hard to beat.
 
If rack mount is what you want there are loads of pro-audio digital outboard EQ units. The technology is quite old now and these days this functionality built into digital sound consoles so there are a load of second hand units available.

This is a great option. I've got a pair of Ashley units- a system processor with 5 band parametric, comp/limiter, crossover (stereo), and a 4-channel 1/3 octave graphic that I got from my local university surplus store for around $20 each
 
If you want to go analog but with presets i would suggest Free the Tone PA-1QB. A 10 band fully programmable EQ that sounds really good! Might be a bit hard to get hold on but if you struggle I actually have one that I could part with.

The Source Audio EQ-2 has all the function you seek, but it's digital.
The Empress Para EQ deluxe/bass has all the analog bells and whistles, but it's not programmable.
The Free The Tone PA-1QB does not have HPF/LPF, but it's analog and can be programmed and controlled via MIDI.
The GFI System Enieqma is another EQ like the Source Audio, all the bells and whistles one could ever wish for in an EQ, but digital.
The Boss EQ-200 is also digital and it also lacks the HPF/LPF.

In your shoes, I'd either insist on analog signal and go with the Free The Tone and add a simple HPF/LPF Pedal like the Broughton, or
I'd insist on getting all the functions and go with the GFI.

....or I'd comb through the Internet until someone comes up with some obscure unknown builder who just released exactly what you're looking for ;-)

Yes, at the moment the Source Audio stompbox seems the best solution. In rack form, there are quite a few options. Currently in the new market, the DEQ2496 by Behringer seems to fit the bill.

...or I could build my own digitally-controlled analog processor (with some Arduino-like microcontroller). It needs basically zero performance (and about 30-40 pins in total).

Digital does bring a big advantage to EQ circuits. EQ bands get summed together, and in most cases they are cascaded. This means the noise from each op amp gets multiplied geometrically, even when using special low noise op amps. The more bands, the worse it gets. If one wants low noise, there is a strong argument to be made that digital is a better way to go.

The only problem with digital is that it adds latency (might be immaterial) and that with digital stompboxes maximum input levels may be low sometimes. The Source Audio EQ2 for instance has 6Vpp as a maximum input level (so it's a no-go in the FX loop). An analog stompbox, if well designed, can run from anything from 9 to 30V (single-supply) effortlessly.

The latency is about the time it takes sound to travel less than 2 feet. Thats only an issue for when there are 5+ pedals in a row. The input range is valid for some instruments.
 
You might want to make sure you can program it with something like an iPhone if you are on a gig and need some tweaking... which you will. I'd hate to have to break out a laptop to do that hence why I went with a Empress Bass ParaEq but I also prefer analog when I can get it.

I have a similar preference for easy-to-tweak gear. That said, I am a part-time sound engineer and I used to play synthesizers (with menus, submenus, etc.) and I can easily find my way around complex sound processors.
 
Maybe look into the Mooer Radar, can load IRs but still a great value if you only use it just for its EQ & HPF/LPF capabilities. Note, the frequencies are editable, screen shots from the manual:

Using its software makes it easier, but can make all eq adjustments directly on its screen.
