Double Bass Question about bow marking

Hi all

Looking at this extract from a piece we'll be performing. The red are my "designated" bowings; the up bow, in black, is on the original score.
My question is where it is indicated (in black), does it imply a downbow starting on the C# and then an upbow leading to downbow on next bar?
Or an upbow starting on the C#?

The C# is tied to the B so they are both played on the same up bow

In general when notes are tied they are to played with the same bow

When tied notes change it's called a slur

That is indeed confusing. Part of me wants to say that is just a legato marking. If it were a slur, you would expect the upbow marking to be on the C#. But I would probably defer to taking it as a slur until someone tells me otherwise.

I think that's an upside-down marcato marking and not an up-bow.

Or is it to mark where the conductors cue will be?

IMHO this up bow is all about the crescendo on the b and the decrescendo on the b flat.
Strictly at piano you should have ample bow left after the c-sharp upbow to continue this upbow to a big crescendo when nearer the frog for the b.

I'm not fussy about bowings, but it would need be in agreement with your colleagues or teacher, that you take the c sharp, down bow, and smoothly, seamlessly change to an up bow from tip to frog for a massive crescendo on the b.
I tend to overdo such bowings for such dynamic effects, but I suspect that is what the intention is here.
