Your current adapter uses a fixed relation voltage divider. A Zener diode can define a fixed voltage instead.
I think I understand what you're saying. I thought about a Zener diode, but idk how to implement one either. When you say "fixed relation voltage divider," is that essentially the same circuit as a volume pot but with fixed resistor values instead of a potentiometer? I'm okay with having two separate adapters and switching them out for different preamps.

If I could open up the adapter it came with, then I could probably copy the same circuit and just modify some component values, but I can't figure out how to open it up without damaging it.

If it would only be the phantom power without a signal it would be easy (resistor to limit the current for the voltage drop, then zener from there to ground), but decoupling the signal from the phantom without bad effects on the signal is what I don’t know.

Yes, the fixed relation voltage divider is (typically) just two resistors in series like a potentiometer with a fixed position.

The problem with electronic parts these days is, that they are extremely small and difficult to handle without the right tools.
But you can look around on the net for schematics of mic preamps for electret mics that work with a wide range of input voltages. Maybe you can extract the interesting parts and build your own.
