It's always was a tough call when putting albums together. You want to give the listeners enough music so they got value for their $$$.
On the other hand, the White Album would have been much better if they made it a single disc and cut out the fluff.

IMO, Ron Carter is calling out fluff added to get a CD to its full running time. I look at it this way, The Great Gatsby and War & Peace are both great novels. One is very short and the other is longer than Russian winter. Still, a good book is a good book!
