It was definitely Phil Chen. I've read that in several places, but here's a quick Google result:

I saw Phil Chen live once when he toured with Rod Stewart "back in the day." They turned him loose for an incredible solo! The entire band actually left the stage for what seemed like ten minutes. I know long solos like that aren't in style anymore, but it was a real treat for this bass player. Phil is a monster player. He seemed to do it all in those ten minutes. He was incredibly funky and melodic at the same time, playing fingerstyle and slap. He's one of the best bass players to come out of Jamaica IMHO.

In the early daze, Wood played bass with Jeff Beck(Beck-Ola, Truth) and then with Rod Stewart(Every Picture Tells A Story, "Maggie May").

Chen is a big Jamerson freak.
Richard Bailey's drum work on Blow By Blow is also happenin'.

I'm pretty sure it was only Phil Chen on Blow By Blow, Wilber on Wired, and Mo Foster on Back to Beck.
Ron Wood wasn't the bassist on 'Blow by Blow', but he did play bass on Jeff Beck's 'Truth' album.
If memory serves, he was also the bassist on "Beck-ola" and the first Rod Stewart solo album. Ron had a distinctive style on bass and I enjoyed listening to him. He could play "lead bass" and yet hold down the bottom; one of the early players to do so in my opinion.
