Double Bass Rosin Dust

So I've been playing bass for a nearly 10 years now and I keep running into the same problem. I always end up having a lot of rosin dust in the bow hair. I have used pops and carlsson rosins, and while I like both they both leave the rosin dust in the hair of my bow. Can anyone explain this or recommend a way to treat it?
 
Since you've brought up the subject, I recently realized that the thin white film that mysteriously appeared all over my old, CRT computer monitor (which is in my music room) was rosin dust. I'm sure it is simply electrostatic attraction. But I've been wondering about the possible results of inhaling (no coke jokes please) this stuff. It's too cold to open the window so perhaps the answer is a surgical mask?
