i own an ibanez gsr 200 and i wouldnt say its good for funk at all. not really the slappy kind of bass, but sits really well in a groove, very very punchy. i guess u could probably play jazz on it. never played an RD 300. i used to play said GSR thru a peavey TKO 75 bass/keyboard combo. sounded great to begin on, so u got my thumbs up on that one too. however, i would not suggest using a guitar multi effects pedal on bass. it will just sound ****.

As for funk and jazz, the Ibanez RD is an amazing bass for funk, awesome slap tone. For jazz, you can just rool off some of the treble frequencies and it should do just fine.
Peavey amps aren't bad at all for starting out, however you will probably want a bit bigger amp when you start gigging.
As for the effects, you can use ANY EFFECTS for bass. Don't be limited by what the label says. Now, they do make effects that are specially tailored for bass, but there are a lot of guys out there who use guitar effects pedals.

RD300. I have one, amazing quality for the price. And believe it or not it looks quite sexy

i use some stomp boxes like the EHX big muff and thats a universal pedal used on bass and guitar, as well as my ibanez delay. however my boss octaver is a bass specific pedal. mess around with what u got tho and see what u can come up with. i never liked multi effects myself tho, but just play around with it and im sure u should get some cool sounds
A guitar multi might suck for bass or it might work out fine. It probably wasn't designed for the lower frequencies but that doesn't automatically make it not usable. You'll probably find some of it's patches will work fine for you and others will sound thin.

The RD basses are a different league, IMHO. They look cooler and from what I've heard, sound cooler.
It really wouldnt be good for the amp. A guitar amp isn't designed to handle the lower frequencies of a bass. You wouldn't get as good of a tone as a regular bass amp and you would also run the risk of blowing the amp rather easily I'm afraid.
