sound card quality

Without know more (specifics) about your current setup it is hard to say just where the distortion or the hissing is coming from.

However, let me guess.

Distortion - Typical of overdriving or having too hot a signal. Unless you have a device somewhere between your bass and the the soundcard, I would guess your soundcard is getting too much signal. This is probably either due to a natually too hot signal from your bass, or your soundcard is trying to amplify the input too much.

Hissing - Could be naturally noisy pickus (single coils), or an unsheilded control cavity, or poorly shielded cable, or your soundcard is trying to work too hard to make somethign of the input signal (this often goes hand-in-hand with the Distortion thing above).

Typically cheap soundcards typically have very crappy pre-amps. They are fine for gaming-headset microphones, but not much else. If you go into Windows, you might stumble across the "+20db boost" thing for you microphone input. Turn this off. Further, try turning the input volume on the soundcard down in windows. THe less internal amplification you can do on the soundcard the better.

My advice is to see if you have, or can beg-borrow-steal, a Direct-In box. There are many. Many amps now have them built in. Sansamp BDDI is a good one for bass. Radial, Behringer, Ampeg, they all make them. Amoung other things, a DI box is designed to plug an instrument into it, and do some internal amplification and impedence matching, and output the signal, usually with an XLR microphone cable, into a mixer (or in your case a soundcard). An XLR->1/8" jack dongle would be what you want. This should get you a nice clean, hiss-free signal into your computer. The added bonus of having a DI box and XLR cable is you could also run your bass directly into a PA system at a gig. Not at all an unusual situation.

As a point of reference, I paid $23 for 25' of mic cable, and $7 for an XLR->1/8" dongle. I already had a "balanced line out" on my amp, so that was all that was needed to feed my soundcard.
 
Thank you so much for your reply moose. I am actually planning on buying a sansamp this week. i was running my bass through my amp and using the line out into the soundcard (1/4 to 1/8). Im using a schecter stiletto custom 5 which has passive emg humbuckers. however it does have and active preamp onboard. What is the difference in quality using an XLR to a 1/8 jack verses 1/4 to 1/8? My amp also has a DI function which is a XLR out.
 
Sounds like you don't actually need the sansamp then. I certainly won't tell you not to buy one, since they are always handy to have kicking about. But, if your amp already has an XLR out, well, you are close to being set.

On my rig, I have a balanced line-out from an XLR. (Balanced is good.) It has a nice little level control, as well as a switch for the line-out to be pre or post EQ. This adds up to the handy abilty to get the levels all right.

What I do, and by no means am I an expert, is plug my amp bass into my amp just as normal. Dial in the sound I like. Then I make sure I don't have any "boosting" on my soundcard (bypassing the POS preamps). I plug an XLR-1/8" dongle to the soundcard, and an XLR cable from the amp to the dongle. Then I just have to slowly turn up the line-out level until I get a strong, but not clipping signal on the soundcard. Most software can monitor signal strength to some degree. If I get the least bit of clip/fuzz/whatever, I start turning things down until it does not clip. I don't worry if it does not sound "loud" enough, as you can do wonders with post-recording plugins, such as compressors. The key is to get a nice, full, clean signal into the soundcard.

Theorectically, an XLR-1/4" dongle, and then a 1/4" to 1/8" dongle will work just fine. However, in practice, everytime you add a connector or whatnot, you introduce loss, and the possiblily of noise. Probably does not matter much in practice, especially since this is hardly a setup for real recording, but something to consider non-the less.
