Nobody's stated the obvious solution. What you need to do is set up some microphones just outside the room hooked up to spare PA equipment. Run speakers from the PA out of phase with your instrument and phase cancel the extraneous noise away.

Soundproofing with Eggcartons, miracle or myth?

I find that 12 foot of concrete and earth is pretty soundproof as far as band rehearsal goes. The tricky part is the door.
A hallway tunnel containing at least 7 very heavy solid doors with rubber gasketing around helps tremendously.
Just remember to take frequent breaks or you might run out of oxygen.

I have read above that someone is saying that Double Glazing is a good form of noise reduction, then why not place some quadruple Double Glazing up against all your internal walls, and then cover this up with a false stud wall?
It seems that the more layers of Double Glazing units that are used one in front of the other, then the less sound can get through.

I once played in a barn that was partially sound deadened by the expedient of hanging a bunch of old carpets from the collar ties above, 3 layers with 16" spacing between them. The dead air space between carpet layers cut down hugely on the audible noise outside the barn. The downside was the fine layer of dust coming off the carpets, which coated everything. 
I think you might have confused soundproofing with acoustic treatment.
Acoustic treatment helps the sound of a room. Soundproofing keeps sound from escaping into neighbouring rooms.
The ONLY way to soundproof is a new build, from the ground up. Isolate the floor on neopreme blocks, and sand filled walls, with double layer walls. If you walk down the hallway of a $3million studio you will quickly find out just how near to impossible soundproofing is.
