Nobody's stated the obvious solution. What you need to do is set up some microphones just outside the room hooked up to spare PA equipment. Run speakers from the PA out of phase with your instrument and phase cancel the extraneous noise away.

I find that 12 foot of concrete and earth is pretty soundproof as far as band rehearsal goes. The tricky part is the door.
A hallway tunnel containing at least 7 very heavy solid doors with rubber gasketing around helps tremendously.
