Always interesting to see the variety of methods used to repair cones. The goal should be to connect both sides of the tear without adding unnecessary mass or stiffness. The bridging material needs tensile strength (strong when pulled). Rubber cement alone doesn't have much, nor does tissue paper. Handi wipes and fiberglass window screen sound better. Almost any thin fabric would work; silk, nylon, polyester...
Multiple applications of glue shouldn't be needed if the first application is done right. I'd use a glue/cement that won't harden. The cone flexes millions of times; hard materials are more likely to crack.
