Suggestions for a good starter practice/bedroom amp

Go second hand - look in the classifieds on here. If it's going to be a bedroom only amp I would go small - Hartke, Ampeg, Ashdown all make 10-15 watt practice amps - reputable brands that will hold resale a little better than the no name stuff if you decide bass is not for you and you sell up.
 
For about $100 you can buy an Ampeg BA-108. A nice little practice amp. Here is a demo. The manual is available online. A nice feature is a CD/MP3 input to allow you to play along and a headphone output which is great when you want to play quietly.
