Some sort of envelope filter.

If I had to guess based on that thread, I'd almost say a MXR BEF. You could pretty much get the same effect with most envelope filters, so take your pick.
There's lots of different effects going on in that video you posted. Could be mixing in a SYB-3/5 or the keys could be doing a lot of it. Hard to tell.
