Tone control issue

Just bought a new SX Jazz clone, and it's actually a really great bass, except for the usual "cheapie" shortcuts.

I've dealt with the other minor thing, like a few sharp fret ends and a decent setup. But there's one thing that's perplexing me, since I'm an anther at best when it comes to electronics.

The tone control behaves kinda weird. It seem like it only has any effect on the tone whatsoever when it is at around 25% on. At full, it's very much a "normal" tone control, plenty of treble.

But I have to lower it to almost completely off before it starts to cut any treble. And then there's almost no play in it at all. Seems to go from full treble to muffled low end right around 1/4 from full off.

Is there an easy fix for this? I'm eventually planning on replacing the wiring with better pots (to replace the generic mini pots that are currently in it) but as of now it ain't broke, so...

Like I said, everything works, and the bass sounds and plays extremely well for what it cost, I just wish the tone control had a bit more play.

It may simply be defective. Or, perhaps it's a linear pot. What does it say on the back? Linear pots typically have a B while audio taper pots have an A in the code. Opinions vary as to which is preferred for volume, but there is generally agreement that audio taper is preferred for tone controls.
