You can glue a tear with good results as long as the cone isn't deformed. Lots have used silicone and I heard one guy suggest an adhesive a few days ago but I can't remember it's name. Wood glue works fine too. They key here is that the voice coil has not been moved from its position. It is a tube that has wire wrapped around it ad it is suspended by the cone and the magnet pole fits inside the tube but doesn't touch it. There is another tube around the coil it can't touch either. If they touch you get distortion and the coil will overheat; there is very little clearance in there. So as long as the coil is still free in its channel you'll be ok. The paper just moves air and "trumpets" the sound coming from the coil (extremly simplistic analogy).
You can push gently on the cone with your fingers placed on the edges of the paper dome (dust cover) if you feel any scraping or binding of the coil, it's pooched.
