Treble Issue on Fender Bassman 250

I found this amp on the marketplace while looking for a bigger brother to my Bassman 100. I went to check it out and all seemed fine except the treble. It seemed like the treble knob doesn’t make any difference and I could also not hear any hiss sound from the horn so my impression was that the horn is either busted or there’s some internal connection issue.
Did anyone else experience something like that with this amp or similar models?

i had one years ago and loved the sounds i could get, but with so many controls, switching between sounds was a chore. I seem to recall there was a horn switch or level control on back. maybe make sure the horn is on? I didn't have any issues with any of the pots, but the fuse in the back was blown. I went to replace it and discovered that it was not connected to anything. the amp worked great regardless.

Update:
The guy replaced the fuse and ran some tests that indicated the horn is working so he delivered the amp to me and I ran a quick test and could hear the horn, but also noticed a boom sound when the amp is turned off.
Later on that day, I tried to play with the amp and found out that there’s mostly fart noise rather than clean sound and most of the time you cannot hear anything aside from the background noise. The boom sound can be heard also when turning it on.
I checked the fuse and it seems fine.
Please advise while I’m trying to get a hold of the guy in order to reverse the purchase.
