You get out of your query what you put into it. The rod could be frozen, or the nut could need replaced. If so, a competent tech could salvage the neck and save you the cost of a replacement. Or, the rod could be snapped, meaning the neck is probably ruined and a replacement is your only option.
Like I said, when it comes to truss rods, "broken" could mean a lot of different things. It helps us answer the question if we know more about why the rod isn't working. If you don't know, I suggest you ask the seller for more information and get back with us.
If the rod can be salvaged, you need to factor that cost into the overall price you are willing to pay for the bass. If the rod is snapped, and you still want a loaded body, you will have to factor in the price of a new neck and hardware and a tech to help with the install fret level and set up.
I would pay up to around $150.00-$200.00 for a loaded MIM J body.
You can get a decent loaded replacement neck for around $150.00.
