i personally belive that it is the standard tuning that it is designed to be in. for example, if you had a plank with strings, pickups, and designed to be and tuned in EADG it is a bass. this ioncludes synthesizers. the question of what makes a bass GUITAR would receive a different answer. sorry for rambling.
