What time signature is this?

Charts are only an indicator for the musicians about the music to play or interpret in the most easier and logical way for us. I still think that a 6/8 would be appropriate even if the same music could be written in 3/4 as well. Some might prefer one way more than the other.

You're right, it's not an absolute thing, it's about being an aid that helps the musician get the job done as easily and efficiently and accurately as possible. Over a lifetime of playing, you, like me and many others, will have seen a number of cases where you could write something more than one way. It's all good, as long as the job gets done well.
