I think he's using a fuzz or some heavy OD. Other than that, new strings and on board eq.

That means it has a pre amplificator inside (the knobs he is manipulating) wich gives it the possibility to modify the tone (highs, mids, lows). It is an equalizer such as that on an amplifier. Basses like that are called "active" and need batteries to work
The Streamer stage II has a three band eq I think.
