Who is the bass player?

I was watching Phil Collins (Brother Bear Unplugged) on VH1 this evening and noticed that the bass player was playing a slanted fret bass. Does anyone know who this bass player is? He looks like a member of ZZTOP or maybe Santa Clause and plays a slanted fret bass. Actually, he looks like the guy at Silver Dollar City.

Something else I like about Sklar-
His beat-up P-bass has the pickup(s) "reversed"...
-The coil assigned to the "E" & "A" strings is closer to the bridge.
-The coil assigned to the "D" & "G" strings is closer to the neck.

I'm assuming he was the one of the first to come up with that...I wonder if Leo tried it?
