im trying to make a custom bass and i need the neck and the tuners from the ehb1006msFind an authorized Ibanez repair center. They might be able to order a replacement for you.

No idea where you'd get a replacement neck made for anywhere near $400.

If you're building a bass from scratch you can use almost any neck. As long as you can mount the string anchors in a place that allows you access to the truss rod, the rest of the headstock is excess wood and you can cut it off.
