why did ampeg discontinue the 215e?

I used one of these back in the day. It had Delightful lows. I put the fridge on it's side and it would be a nice place to sit (or to let chicks sit!).

However, I think the freq response on it only goes up to about 1k.

That's odd, cause the single 15" cab supposedly goes up to 3k. Though, whether those specs are believable...

I think the main reason the SVT 215E might not have sold was simply because of how damn big it was. It's pretty immense for a 215.

ON topic: I think it probably has to do with a market move to 10's instead of 15's due to efficiency.

Cone diameter doesn't dictate efficiency... It doesn't really dictate ANYTHING other than how big of a hole you need to cut in the baffle.
