Why do titles...

...get cut off short in the forum topic listings?

That one was deliberate. But full titles seem to get cut off for no reason, like ones that aren't especially long.
They seem to be cut off at various lengths at random.

Just something I wondered about while I am supposed to be working.
(at home, not for my employer)
