That is one of my favourite adverts ever (although I never got the three wheels going up?)
The movement of the wheels never looks quite right to me, either. The only thing I can figure is that they are weighted heavily so that a little nudge is enough to get them in motion the ramp.
There is an offset weight in the rim. But IIRC it's a piece of the car too.

There's a lot on that video where parts don't act according to the laws of physics. I'm almost certain it's partly or completely computer animated and/or manipulated with hidden devices. Impossible to judge, though, because of the crap quality of the video off youtube.
Still, it looks cool.
