1974 Precision bass help

I think you may have misdiagnosed the problem since you didn't mention any buzzing elsewhere (where the frets are likely worn more).

I'd guess you might have some mild ski jump going on at the end of the neck, and if you must have it corrected either; 1) take it to a repairman and have him dress the last few frets so they have some fall away, or 2) take it to a repairman and have him remove the ski jump with heat and clamps. A good repairman would be able to tell what's going on.

if this bass is in good/collectible shape, make sure you take it to someone good.
 
i recently purchased a 74 and love it. only theres an issue with some frets around the 14th. they are worn and have an aweful buzz down there, yet since i rarely play that high im wondering whether i just leave the issue and let bother me a little or refret them. what do you think?

For sure don't let it go unaddressed. Just because you don't play up high that often doesn't mean you won't want to (or need to) some day. Plus, it may be a deal that will get worse (i.e., affect more and more of the neck) the longer you let it go.

If that bass is anywhere close to original and in decent shape, you easily have an instrument worth $2,000 there. Another 100 or even 200 to get it "just right" is certainly worth it.
