I could measure an actual Thomastik High-C... I think it is just over 38" from Ball to Silk.

It is possible that some of the silk could be removed...

The Rotosound flats are going to be the other ones that are long, but I need to check and see the length of the High-C.

If you can not get an actual Flat-Wound High-C to work, possibly a D'Addario Half-Round High-C string will have to do, no silk and as close to a flat wound as you can get for nearly the full length of the string... First fret may not be as smooth as the rest.

The other option... I am having some La Bella Flatwounds made up with a 40" winding, I wasn't going to have High-C's made but I guess I can...

OP, call this guy. He seems to be bending over backwards to help and get you what you need. Customer service to say the least.
