Can someone recommend a good app or software program that will allow me to write both standard notation as well as tab for the 6 string bass?

I've never used it specifically for that purpose and I know that they require you to buy the ability to print whatever you create. With that said, you might try Anvil Studio: Anvil Studio | Free music composition, notation & MIDI-creation software
