That is either a Dimarzio model P or the Schaller clone of it (both are very decent pickups). If that was the original pickup, it places the bass at 1977 or newer, as those pickups did not exist before then.
The P bass design is like an AK47 - it can be built anywhere in the world, and with reasonable care in the manufacturing process, it will work just fine. The thing that makes or breaks a bass like this is the neck - if it's straight, and the frets are level, everything else that might be wrong can be fixed relatively easily. If the neck is messed up, the bass is either an expensive rescue project (involving a new neck or a lot of neck work), or....it's firewood.

I couldn't bring myself to buy without inspection and playing first. Might be worth two to two twenty five of my money, based on the pup's alone.
