Not entirely sure how I would describe the effect I'm thinking, but is there a wah type effect that decends from the original note rather than ascends? If so could someone name a pedal that achieves this well?

a reverse wah?

Well since you can rock a wah in either direction, wouldn't you just be able to basically do that with a normal wah?
Not how Im thinking. As it has to ascend above the note of origin to get back to it on a normal wah. What I was wanting was the reverse- to go below it in effect sounding lower
You can rewire the pot in non-optical wah to do that. You could probably even put a switch to go from normal to reverse. The only wah I can think of that did this as stock was the old Electro-Harmonix Crying Tone.
Are you talking about bending the pitch, or changing the tone? Wah pedals change the tone (EQ), not the pitch (frequency). There are digital pitch bender pedals that shift the pitch. Either type of pedal can be used either direction.
a wah to me goes "ooo-aaa" so to reverse that goes "aaa-ooo" right?

The Morley Power Wah can drop below the original note for a deep, rumbling sound. It's not set up like a reverse wah (you have to pull back to do it), but it's a more dramatic and noticeable effect than you'd get from a Dunlop wah. Heck, you won't even get it out of a switchless wah.
How I understand his description of what he wants, yes.
The way you keep describing it, it sounds like you can do what you want by reversing your foot sweep. Sure you could reverse the pot on the inside to go in the other order, but you don't NEED to, just reverse the direction you move your foot.
Maybe try searching for some clips of autowah/envelope filter pedals, that have a switch to set the filter sweep to 'down'. Couldn't find a suitable clip myself, but I sure found some funky sounds. 
Sounds obvious, but you need to start with the filter set high, as in toe down position. Otherwise, just sweeping downwards you quickly discover that the filter goes more-or-less subsonic pretty quickly and it has virtually no effect.
For example, my Morley PWO has barely any audible effect in the first 1/4 or the pedal sweep unless you're connected to a rig that is capable of communicating with elephants!

I think this was discussed before... You have to reverse the wires going to and from the pot in a wah (so it won't work on Morleys to my knowledge).
It depends on the circuit, but if it's like the old crybabys and vox wahs (etc etc etc) you should just be able to swap the outermost two wires on the pot.
Yeah, that should do it for a pot-based wah.
Morleys use an optical design, so you'd have to do a heck of a lot more - mechanical changes, LED and photoresistor position changes, etc.
Some optos I've seen would be easy peazy, you just whip out the little disc of perspex with the gradient on it and flip it around! But, I can't even think of what wah I saw that used this technique.
is a jimi hendrix crybaby able to do this? could i put in a twist switch on the side, so as to select with the turn of a nob?

also, the boss wah's can switch polarity, at least the AW and TW on the gt6b do
The Boss AW-3 DOES have this function. Whether or not it achieves it "well" is a different question. If you've got a large enough speaker using this pedal with a sub-octave pedal can give quite a massive dub sort of wah sound, but yeah any standard wah, used as described above, should sort you out.
I've seen the Boss Dynamic wah and it has 2 vowel selectors, which should help you achieve what you want.
