i need 44" long acoustic bass guitar strings. Who will make these for me or sells them? I already bought 1/4 scale stand up bass string which are too big in dia.

Yep, I'm building one offs and when I emailed D'Addario first thing I asked is what is the minimum. If I was so lucky to sell and have a cliental specific to these, I would continuously supply the strings.A couple of things.
Based on the information you provided (just the needed length; not a lot to go by), I don't believe such a string exists. You would be better served contacting string manufacturers directly. Manufacturers would be able to help you find exactly what you want, although fair warning; minimums and set ups fees can apply.
Secondly, if you get these custom strings made, are you prepared to be the only source for your customers to find strings that will fit these instruments you're making? If not, you are setting your customers up for a lot of frustration if/when they need to find strings.
Acoustic bass string market is basically a selection of 7-10 brands with only 1or 2 options per brand. Limited to begin with.
That's very true. But from experience, the large majority of players use flatwounds or tapewounds instead of the standard phosphor bronze acoustic strings, which opens up the options considerably.

They're not bronze-wound but nickel-plated steel: at least they're roundwounds though.

They all make bass guitar and acoustic guitar strings (some do ABG) and do custom work, or have in the recent past.
