Action to high after changing to higher gauge

Hi
I just changes the strings on my precision squier bass,i changes to 130-65 gauge strings.
Now action is too high,i already lowered the saddles but it doesn't seem to work,i also adjusted the truss rod but i see no changes,could anyone be so kind to tell me why this is happening
