Alternatives to POG/POG2?

EHX Ring Thing. You can set pitch shift in semitone steps up to 2 octaves up or down, it has ring modulator / SSB modulator, presets + bunch of nice options for experimentation. One serious drawback: it has Dry/FX blend instead of volume for both. Other than that, it's great little gizmo.

The fifth above is a fifth above the octave. While it's technically possible to do that, it would be quite an unpleasant fingering to be doing for a long time...and very difficult for fast passages.

You are right, though. The Fission does not have an octave down feature.

U can get some cool octave up & down sounds from a Zoom B2.1u or B2 and it tracks pretty fast and neat.

I had a G2.1u for a while and its harmony function was not comparable to a HOG or POG IMO. I know that it isn't a direct comparison, but my gut says that both the Zooms would react similarly.

The Zoom wasn't polyphonic IIRC and its tone was really harsh by comparison to the HOG.

As always, IMO.
