I've got a fender rumble 30 amp and a fender jaguar im trying to get a sort of funk sound out of my bass similar to parliment what should I set it to

I assume the Rumble is a small combo amp(?), and as such, will only do levels required for quiet home practice. Otherwise, use your eq knobs one at a time, and see how each reacts. This is just a suggestion, but if you want a big funky bass tone, you might do better with alot more power, and especially, a big bass cab.

Not sure if its a combo amp all it has is built in overdrive the knobs are wierd too its in percentages and goes into negative figures

If the amp and speaker are both concealed in one box, it's a combo. If the amp (head) is separate from the speaker box (cab)inet) it's not. Search half stack or stack.

well its a combo amp so what eq should i use to get a funk sound out of my bass

Funk sound is usually with the bass and treble boosted and the mids cut.
