I have the same on my active bass and fix it by bringing its volume down. It can also be fixed by not boosting the bass and/or mid.

Ampeg BA 210 volume with active bass...

15dB is a huge volume cut. I'd try just turning down the volume on the bass and skip using the pad switch. I never bought into needing different inputs for passive vs. active.
P.S. since the OP mentioned his 250 watt amp sounded like a 50 watter: a drop of 10dB would be the equivalent of going from 250 watts to 25 watts. Another 5dB cuts that by almost 25%...about 20 watts. A drop of 10dB to the human ear is "half as loud". So your amp is acting perfectly normal.

PROBLEM SOLVED !!!
I opened the control plate, adjusted only a quarter turn the output of the preamp and everything sounds ok using the passive input of the Ampeg. Amazing how just a little adjustment impacts when amplified. Thanks a lot to everyone who took the time to help me and give advice. I‘m new here and hope to be useful for someone else in the future. Have you tried adjusting the EQ?
As in bass mids and treble ?
might try cutting them below the “noon” setting vs cutting your input via the switch.
you may be boosting the bass mids etc and you have an active bass and they may already be boosted thru the bass pre already.
