Yes. 4 ohms is the minimum impedance for that head.
Two 8 ohm cabs = 4 ohms.
Some tube amps don’t work well with mismatched impedance but solid state heads are fine with higher imp.

Also note that with an 8 ohm cabinet, the maximum output will be limited to 250W RMS. Volume differences will also vary, it depends on the sensitivity of the cabinet.

The head isn't 4 ohms. That's just the minimum impedance for speaker connections that it's designed to work with.
