I have an older Mesa WA; many have units with loud fans but mine is dead quiet.
I think it's a QC issue with these cheap fans. The fan in my SVT has gotten louder over the years as well.
Perhaps swap your amp with another fromthe store that proves to be quiet.
+1 on the fan swap (going from a $15 fan to a $25 dollar fan can make a huge difference) although the waranty issue is big on newer equipment.
