"Fender licensed luthier"....? Does that even exist? There are Fender authorized repair shops of course, but I've never heard of any Fender licensed luthiers??? I doubt very much if Fender would allow any luthier outside their own Custom Shop to build basses and slap Fender logos onto the headstock. Please correct me if I'm wrong.
Fender CS could probably do what you want though, if you're willing to accept their insane prices, extreme waiting list and abysmal customer support.
If the Fender logo isn't important it's a different matter of course. Any decent luthier should be able to build you a 6-string "Fender Shaped Object". It won't be cheap, but it shouldn't be anywhere near as expensive as a masterbuilt Fender Custom Shop.
I also doubt if anyone who manufacture Fender licensed parts (like Warmoth) will ever do a Fender-lookalike 6-string. The market is probably far too small to justify the cost of setting it up, and there's also a good chance it won't be within the legal terms of their agreement with Fender.
