I can't log into Soundcloud (using various web browsers in windows). Whenever I try, I get either a blank white rectangle or "an unexpected error occurred." Is this a general problem or is it just me?

Hmm. They're support page doesn't seem to have any way to actually contact a human being. Just preset articles (that don't apply) and an AI chatbot. Anyone know how to contact them?
Attempting to sign in on the main page (Using LibreWolf, a fork of Firefox) with a Win 11 PC and it comes up normally for me. Perhaps try clearing your cache or deleting cookies for Soundcloud? If you have multiple adblockers on, might want to do a temp disable for that page and see if that clears it up.
It also looks as though you're using VPN, have you attempted to sign in with it turned off? I fully endorse using them, but some sites don't like users signing in with them on. There's also a host of browser security settings that could be affecting it...may want to try Chrome or Firefox with a private browsing session to see if that changes anything.
