Anyone know where i can get a Peavey T-40 neck?

You'd have better luck just finding another T-40.

Try a different tech, too.

The T-40 neck has a "heel tilt" adjustment screw. (I'm not sure what Peavey calls it). If your tech isn't familiar with it, it can make adjustments a little tricky. I would try another tech.

FWIW: "buzz" may or may not mean your neck is out of adjustment. It could be a bunch of other things... your frets may need replacing, the nut may be worn out, etc. These are things that you just have to do eventually on a bass you play a lot. Unless your truss rod is maxed out, the bass probably needs some routine and relatively inexpensive maintenance.
