Hex core strings in general are tighter. DR Lo-riders are hex core. DR hi-beams on the other hand are round core, so pay attention to the type of string.
D'Addario strings are also hex core.

Most likely, any significant tension difference will generally warrant a setup change, IME.
This. I've been wanting to try a set of the DR neons for fun but I don't think I'll go that way on my 5 because of the different core.

Is there a bridge modification that might help him? I'm thinking of the ingenious bridge design on my 34" scale Yamaha BB415.
Most sets have the B (and E) looser than the others, as well as wildly varying tensions. Here's D'Addario's published tensions for your set (there's a typo on the actual page i corrected):
XLB045 G 0.045 42.8
XLB065 D 0.065 51.3
XLB080 A 0.080 42.0
XLB100 E 0.100 36.5
XLB130 B 0.130 34.5
It helps to have the B as tight as the E, this helps to even out the tone. Equal tension pairs are 100-135 or 105-145. Good balanced sets would be 40 55 75 100 135 or 45 60 80 105 145. See the tension chart for XLs here: http://www.daddario.com/upload/tension_chart_13934.pdf. Floppy undefined Bs are a common problem and there are of course many factors other than the string.

Zachary Guitars has been offering balanced string sets for a long time as well, although the guy seems like a total nut.
If you use a tension chart to build your own equal tension set it will perform better than most sets available: [Invalid or Expired Link Removed]
You can use the D'Addario tension chart i linked to to approximate the tensions of other brands.
For B clarity try to find a very flexible brand and string type, 3 layers of wrap wire not 4, and taperwound.

I wasn't a fan of EB strings, they lasted like a week for me. DR's last a few months...
