Double Bass Baggs Gigpro Problem

I think they would test it with a bass guitar at the manufacturer, that‘s why they ask you to try that. But they didn’t say if they would use an active or passive one. If you have both try both.
Try to turn the volume down a bit at the instrument (!), the bass guitar might deliver a hotter signal than the DB pickup.

Is there the same amount of noise if nothing (or an unconnected plug or short cable) is connected to the input?

If it has a headphone out, is the same amount of noise there too? If so, that would eliminate your amp as a potential source.
It might make sense to write down the pot and switch settings before sending it in. So they can reproduce your situation even if someone changed something by accident.

Maybe they send you a different one to check out. If that gets the noise too, it might not be this device but something to do with your other ones. (Probably the pickup since you tried different cables already.)

This is my second one - the first one I sent back made the noise on the volume, the replacement they sent makes the same noise on the volume, bass and treble.

I tried it with electric bass, exactly the same.

If an unconnected plug is connected to the input it is the same noise. If only the output is connected to the amp and nothing in the input, no noise (the input turns the preamp on).
 
I had 1 go bad on me twice. Volume got staticy and then stopped working. I sent it in and they repaired it with a new vol pot I'm assuming. About a year later it started getting funky again and I had to just retire it. As much as I liked it I just couldn't risk using it anymore.

Interesting, I had the same thing happen with several Headway EDB 2's several years ago, turned out to be a defective run of pots. Headway solved the issue and I got mine replaced.
I had problems with the pots on a Headway preamp which Headway repaired, but that was different - the actual sound was cutting in and out, as well as noise. The sound does not cut out on the Gigpro, there is just static when turning the volume, bass and treble knobs.

Well, seems that your replacement is even worse than your first.
If it happens with either headphones or a different amp too chances are good that this will happen at the manufacturer as well.
To me that sounds like a defective part or a bad solder connection.
I would contact them again, explain what you have done, and hopefully this time they can detect the problem better than on your first one.
