Bergonzi Melodic Rhythms book

Hi all
Working my way through this. I am a little puzzled by what is meant by anticipation of rhythm by a set number of beats.
I have attached an extract.
Shouldn't every bar contain at least one and a half beats rest to displace the different rhytms shown?

I understand the concept of starting a line on different beats, just not sure how to read the example(s).

I understand this as just different examples of rhythm that are possible and hence you should anticipate when (sight) reading.

Why would you expect 1 and 1/2 beats of rest?
 
I love all his books. Well organized and structured.
My guess is that it is a rhythm study based on a concept of a rest figure. So My advice is to not overthinking about it and Read those examples and May be add some notes like arpeggios or melodic motifs.
