Double Bass Best Book for Upper Register Workout?

The petracchi book and Jeff Bradetich's technique exercises will get your hand in pretty decent shape. I recommend you also incorporate the bumble bee exercise in your daily routine. The exercise goes as follows if you've never heard of it before. It consists of three different finger patterns repeated four times(or however many you choose) with the hand in fully chromatic position.

1st pattern: + 3 2 3
2nd pattern: + 3 1 3
3rd pattern: + 2 1 2

After completing the third pattern, shift your hand back a half step and repeat the whole thing. I start this exercise with the thumb on the high G on the g string and do it until my thumb is on the middle G harmonic. I usually slur four notes at a time as well. As always, care should be taken to maintain good hand shape and efficient movements.

I have been playing some of the the exercises of the Petracchi samples today.
I like it. Although it is nothing really new to me. I think a whole book of these exercises will be too much. I get the idea and can translate it to the music that I play. I think I don't order it for now.

If someone can convince me I should, please do!

I can see why you would think that, they aren't the most exciting things in the world. If it helps, after a few days of the octave gliss exercises your left-hand fingers and thumb will be steel-ish and your intonation will be just about perfect.
