What would be the best set up for clear mids and lows. I was thinking a 15" with 2x12's but I'm not sure.

Stop thinking of just driver diameter, that is just one of many parameters in speaker cabinet design.

The size of the driver bears almost no relationship to its frequency response. There's enough information about this in the FAQs to keep one busy reading for a week or so.
A pair of well-engineered / constructed 2 X 10's would be much simpler and provide the desired results.

+1. I just tried out at least 8 cabs today and one thing that surprised me is that I played through a 1x15 that had much better mid response than a 212 that I played. There was also a cab with 210s and 2 5's that sound more full range (deeper bass, more present mids, and nicer highs) than a 1210. I recommend going to your local big music store and tying out everything that you like the look of.
You probably want to ask for specific cabs. I recommend any of the Hartke HyDrive cabs (i've tried them all except the HX112) and they sound great in general but most important to me, they don't leave a gaping frequency hole in the mids. I'm sure that any combination of them would yield great results. If you want something small look around for the ADA Bassline VX or a Dr. Bass 115 both are small and sound amazing.
I wouldn't consider many things other than fEarful cabs or BFM cabs personally, depending on my tone profile needs I could find something within either of those lines.

For 300, try the carvin 2x10. I just got it with the 500 watt head (bx500 for those who care). I've had a carvin cab before, and was underwhelmed, but I'm pleasantly surprised by this little guy. For the price, very surprised.
You might be surprised what $300 will buy. Go used and buy locally for the best deals. Two 2 X 10's would be my first choice but you'll probably stumble across a 4 X 10 as well. You can't be too picky with only $300 in hand. I'm thinkin' Peavey, Hartke, Carvin, and the like.
