When I lived in NoVA I would go to Donald Cohen, but it looks like he's closed shop to the public now and only services his own bows. However, one time his apprentice did the rehair and it was maybe even better. You may want to reach out to her and see if she's still doing them or not -- Harriet Geraldine Cohen .
Brobst probably offers rehairs but I don't have any experience with them regarding that.
I have been out of playing upright for quite a while and am trying to return. I am well overdue for a rehair and am ruminating on where I will take it. I will report back once I do!
